Preconstruction Manager - Water & Wastewater Construction

The Preconstruction Manager leads the Water Preconstruction/Estimating efforts, serving as primary day-to-day contact with Owners and design teams on complex pursuits. Responsibilities include participating in interviews, acting as Bid Captain, and guiding the estimate/bid process with cross-functional teams. Build and maintain relationships with owners, subcontractors, vendors, and internal clients; represent the project on site, in the community, and at industry events. Track and manage project budgets, prepare qualifications aligned with contractual obligations, and ensure contract documents undergo legal review. Oversee preconstruction and construction schedules, manage risk including safety and EEO/AA programs, and lead training and development of project staff. Manage documentation/deliverables, present them to the project owner, participate in design and coordination meetings, and support responses to RFPs/RFQs and procurement processes.
